Stadi.
Betazoid helm operator of the starship Voyager. Stadi piloted the shuttle that brought Tom Paris aboard Voyager before it departed Deep Space 9. She was killed in 2371 by the turbulence of that vessel being transported to the Delta Quadrant by the Caretaker's Array. Her position was filled by Paris, an experienced pilot who had been aboard Voyager as an informant in their search for the Maquis starship Liberty. ("Caretaker" [VGR #1&2]). Played by Alicia Coppola.

Starbase 1.
Federation base located in the outskirts of the Sol system in sector 001. In 2371 a large number of vessels, including the Galaxy-class starships Mukaikubo and Breedlove, were assembled at Starbase 1 in fear of an invasion by the Furies.

Starbase 2.
Federation base. George Kirk had served as security commander here until 2245 when he was assigned to a starship mission. In 2268 this was one of the finest treatment centers for radiation damage in the Federation and Spock suggested that Janice Lester be taken here to diagnose her medical condition instead of the Benecia colony. Starbase 2 was the home base of the strike cruiser Matsurra in 2288. ("Turnabout Intruder" [TOS #79]; "Final Frontier" [Pocket TOS Giant #3]; Ships of the Star Fleet).
Starbase 3.
Federation base in sector 3. In 2269, the Enterprise was scheduled to stop at to receive new orders after a long, uneventful patrol, but was delayed by the discovery of the asteroid world Chatalia. The training ship Decatur had an experimental sensor system installed here in 2288. Starbase 3 is the base for Starfleet Intelligence's Sector Two division command. Starbase 4.
Federation base where the Enterprise was repaired following a terrorist attempt to steal transwarp drive in 2267. The Enterprise dropped survivors of the Starnes Triacus Expedition here in 2268. A shuttle was stolen from Starbase 4 in 2268 by Lokai, but was recovered by a starship two weeks later. This base is home of an office of Starfleet Intelligence Sector One. Starbase 5.
Federation base, the home port of the strike cruiser Sur Cha in 2288. The Sur Cha was in port in February and again during November of that year. This base is home of an office of Starfleet Intelligence Sector One. (Ships of the Star Fleet; Star Fleet Intelligence--Operations Manual [FASA RPG]).
Starbase 6.
Federation base where the Enterprise was scheduled for R&R in 2267. Their vacation was cut short by an emergency call from Starfleet to divert to Sector 39J and investigate the disappearance of the starship Intrepid. This base is home of an office of Starfleet Intelligence Sector One. Starbase 7.
Federation base located half a light-year from Centaurus. Leonard McCoy served here as a lieutenant, rehabilitating James Kirk's leg for four months after Kirk suffered injuries aboard the starship Farragut. In 2287 Starbase 7 was commanded by Commander Joshua Helmes, an old friend of Montgomery Scott's. Helmes was later arrested for orchestrating a drug smuggling ring that resulted in the murder of four crewman. Starbase 7 is the base for Starfleet Intelligence's Sector One division command. Starbase 9.
Federation base that the Enterprise was en route to for resupply in 2266 when near-collision with a black star of high gravitational attraction propelled the ship into a time warp that sent the ship back to 1968.  Closest starbase to Pyris VII. In 2288, this base was commanded by Commodore Richard E. Chang and was the home port of the U.S.S. Essahir("Tomorrow Is Yesterday" [TOS #21]; "Catspaw" [TOS #30]; Ships of the Star Fleet).

Starbase 11.
Federation base. The starship Enterprise-A stopped here in 2288 to pick up a team of Federation medical specialists bound for Datugad. ("Court Martial" [TOS #14]; "The Menagerie" [TOS #15&16]; "Yesterday's Son" [Pocket TOS #11]; "Dreams of the Raven" [Pocket TOS #34]; "So Near the Touch" [DC TOS vol.2 Annual #1]; "Past Imperfect" [Marvel UV #3]).
Starbase 12.
Federation base located off of Rhodes colony, in the Gamma 400 star system within the Fries-Posnikoff sector, near the Klingon border. The spaceborne section of this base was originally constructed by the Karsid civilization, and is now used by the Federation to study the neighboring Tau Eridani cloud. Under the command of Admiral Uttan Narsu, this was the starship Essex's home base in 2167 when it was lost at Mab-Bu VI. In 2188, much of the funds dedicated to starbase construction were diverted by the Federation Council, delaying construction of a new space facility for Starbase 12, which probably led to the decision to refurbish the ancient Karsid station. The starship Enterprise set a course here after recovering the sleeper ship S.S. Botany Bay in 2266. This was the nearest Federation base to Pollux IV. Starbase 12 was the site of an exchange program in which Klingon scientists set up projects here in 2267, while the base was commanded by Maria Kellogg. The Enterprise had a layover there that same year, in which Commander Spock briefly went missing, and also several subsequent layovers here during its five year mission, before the Boaco VI mission and after being bombed by the Tomarii. The Enterprise returned here after a survey of Sector 3-39 along the Klingon border and a subsequent mission to 4725 Cancri in 2277. In 2278 Starbase 12 was targeted by the Klingon destroyer SoSoy tuj, but was saved due to the courageous actions of Captain Morgan Bateson and the crew of his ship, the U.S.S. Bozeman. The main spaceway on Rhodes colony is now known as Bateson Boulevard. During the missions that occurred after being refit for the V'Ger Incident, the starship Enterprise had shore leave here, when several crewmembers procured copies of "The Final Reflection." On 7 February 2288 Starbase 12 was officially made the home port of the starship Sovereign. In 2293 Commodore Montoya was on this base, and ordered the starship Enterprise to briefly divert here from its trip home from Khitomer. Starbase 12 would be the home base of the starship Enterprise-B before it set out upon its longest exploration tours of the Gourami sector in the early 24th century. In 2364, this base was evacuated for two days apparently due to a conspiracy by Starfleet officials taken over by alien parasites. The starship Enterprise-D spent a weeks worth of maintenance overhaul here in 2366 following a mission to Gemaris IV. The starship Geronimo was stationed here in the mid 2370s for combat simulations. Starbase 13.
Federation base located within the Marrat Nebula, within the "Phalanx," a small portion of Federation space surrounded by three sides by Klingon holdings. Given the nickname "Fort Apache" because of it's frontier location on the Klingon border, Starbase 13 was subject to a series of raids in 2254 by independent pirate vessels organized by the Klingon Kaaj as a means of delaying construction of the nearby Pharos tower. In 2264 the starship Enterprise was assigned to ferry a group of entertainers to this installation when it encountered an unknown worldship en route. On shore leave, Number One was once followed around Starbase 13 by two fleet officers hoping to get to know her. The U.S.S. Essahir docked here on 23 January 2288 for maintenance. Starbase 14.
Federation base. Starbase 14 was severely damaged by an unkown attacker in 2269, nearly sparking an interstallar incident between the Klingons, Romulans and Federation. The destination of the Enterprise on stardate 7523, when it was transporting a Professor Fowler there for medical attention. Home base of Perimeter Action Group 21, which included the starships Brant and Artika in 2288. Origin of a message to the Enterprise-D in 2364 concerning the outbreak of Anchilles fever on Styris IV. Federation base close to Delta Canaris IV, Alnath II, the M'dok and Tenara. The Enterprise recieved orders from here in 2267 while at Delta Canaris IV. The Enterprise dropped off the body of Raytag M'Gora and survivors of a Klingon raid here in 2272. In late 2364, Captain Picard of the Enterprise-D was going to take Captain Sejanus of the Centurion here for trial. This base is home of an office of Starfleet Intelligence Sector One. Starbase 18.
Federation base located in orbit of the planet Hamal, commanded by Commodore Katha'sat. The Enterprisedocked at Starbase 18 in 2268 for the installation of the experimental Inversion Drive machinery. ("The Wounded Sky" [Pocket TOS #13]; "Survivors" [Pocket TNG #4]; "Double or Nothing" [Pocket TNG #55]).
Starbase 19.
Federation base the starship Sphinx was due to visit prior to its destruction in 2368. This was the home base of the starship Ki Rin in 2288. The Ki Rin was overhauled for two months at Starbase 19 starting February 2288. ("Cloak" [Pocket TOS Section 31]; Ships of the Star Fleet).
Starbase 21.
Federation base, home base of Perimeter Action Group 5, which included the starships Biisk, Bril and Aversa in 2288, and the Ancylus in 2289. The home base of the Reveria Squadron, staffed by Lt. Commander Julian E. Rypkos. (Ships of the Star Fleet).

Federation base home to a large subspace radio telescope installation. ("The Covenant of the Crown" [Pocket TOS #4]).
Starbase 23.
Federation base located near the remains of Arachna, an ancient supernova. The strike cruisers Essahir and Raan transferred Klingon prisoners here in September 2288. Located close to Kudao, where a Federation science outpost was destroyed in 2293 by a test of a prototype Klingon bird-of-prey that could fire while cloaked. The two survivors of the attack, Carol Marcus and Kwan-mei Suarez, were taken to Starbase 23 for medical treatment. SEE: Dakronh, I.K.S. Following Beverly Crusher's temporary removal from duty in 2369, she was scheduled to arrive by shuttlecraft at Starbase 23 to meet a transport bound for Earth. Starfleet.
Deep space exploratory, scientific, diplomatic, and defensive agency of the United Federation of Planets. Starfleet was chartered by the Federation in 2161 with a mission to "boldly go where no man has gone before." The most visible part about Starfleet is it's interstellar starships. Additionally, Starfleet maintains a far-flung network of starbases to support deep space operations. (The term "Starfleet" was first used in the episode "Court-Martial" [TOS #14]).

Training facility for Starfleet officers, the main campus of which is located in San Francisco on Terra. ("Where No Man Has Gone Before" [TOS #1]; "The Wrath of Khan" [Movie #2]; "The First Duty" [TNG #119]).
Starfleet Command.
Operating authority of Starfleet based at Starfleet Headquarters on Terra. Starfleet Command is spread throught the galaxy thanks to an array of starbases and faster than light subspace communications. Many cases require starships and other officers to be out of contact with Command, giving them broad discretionary powers to act in the interests of Starfleet Command. ("Court-Martial" [TOS #14]).
Starfleet Headquarters.
The main base of the Federation Starfleet, located in San Francisco on the planet Terra. Starfleet Headquarters houses the main offices of Starfleet Command where most interstellar missions, exploration and tactics are planned. Besides the Starfleet Command offices and control centers, Headquarters is in close proximity to the San Francisco shipyards where space vessels are constructed both on the ground and in an accompanied orbital spacedock, and also the training facility at Starfleet Academy. Starfleet Operations.
Division of Starfleet responsible for the logistics of distribution, construction and support of the fleet. Most Starbases fall under this departments jurisdiction. In 2269, James Kirk became the youngest admiral in Starfleet, in command of this division. One of his projects was the refitting of many Starfleet vessels, including his former command, the Enterprise. ("The Lost Years" [Pocket TOS HC]).

Stargazer, U.S.S.
Federation starship, Constellation-class exploratory cruiser, Starfleet registry NCC-2893. The Stargazer was commanded by Captain Anton Manning in 2327 when the vessel visited Vulcan to attend the betrothal of Spock and Saavik. ("The Battle" [TNG #10]; "Vulcan's Heart" [Pocket TOS HC]).

In an alternate timeline, an Interstellar Alliance of Planets starship commanded by Captain Benedict. The S'Tasmeen was one of several Starfleet ships to receive irregular orders after a plague of madness struck the galaxy due to the time travel that created this timeframe. Starfleet administrative commodore, the commander of Starbase 10. Stocker was transported to Starbase 10 aboard the Enterprise. While enroute, several Enterprise personnel, including Captain Kirk, became ill with a radiation-induced hyperaccelerated aging disease. Fearing the imminent loss of these valuable officers, Stocker assumed command of the Enterprise and violated the Romulan Neutral Zone in an effort to reach Starbase 10's medical facilities more quickly. Stocker's action nearly triggered an interstellar incident. ("The Deadly Years" [TOS]). Played by Charles Drake.

When cirumstancial evidence implicated Kirk, Stone urged him to resign for the good of the service. Stone had commanded a starship earlier in his career.
